The Office of Child Development and Early Learning (OCDEL) has deemed Public Health Management Corporation (PHMC) the Early Learning Resource Center (ELRCs) agency for Region 15 (Delaware County) and Region 18 (Philadelphia County). PHMC will continue to serve as the ELRC agency for Region 19 (Chester County).
ELRC agency selection occurred in coordination with the Department of Human Services (DHS) Bureau of Financial Operations (BFO) through a formal, competitive procurement process. All proposals were scored on technical points and reviewed for financial eligibility.
Early Learning Resource Centers (ELRCs) are the hub of child care information and provide families with information on quality child care. They support personalized child care referrals to child care providers based on specific needs or preferences. ELRCs also administer the Child Care Works subsidized child care program. “PHMC is eager to continue its work on behalf of OCDEL as we remain dedicated to the ELRC mission to ensure that all children enter school ready to learn and succeed,” said Amanda Atkinson, Managing Director Child Development and Family Services at PHMC. “We will be expanding our partnerships with stakeholders and families to improve the accessibility and quality of services for families seeking early learning services in Delaware, Chester and Philadelphia counties.” To learn more about the Early Learning Resource Centers, visit www.elrc-phmc.org.
