ELRC 18 Provider Payments
Public Health Management Corporation (PHMC) has been working in close partnership with The Office of Child Development and Early Learning (OCDEL) and the Caring People Alliance (CPA) in transitioning ELRC 18 to PHMC. It is incumbent on our collective organizations to ensure that operations are not interrupted and that families can continue to rely on the childcare services that are nonnegotiable options for many working parents.
Providers should contact CPA with questions about the July payment for CCW services that were delivered in June. PHMC will begin making payments for services that began after July 1 come August for all providers who have completed agreements by July 31, 2024. Providers who have not yet submitted updated CCW Provider Agreements should contact PHMC for support in completing the updated Provider Agreement at

PHMC named ELRC agency for Region 15 (Delaware County) and Region 18 (Philadelphia County)
PHMC named Early Learning Resource Center agency for Region 15 and 18 on behalf of the Pennsylvania Office of Child Development and Early Learning Effective July 1, 2024, The Office of Child Development and Early Learning (OCDEL) has deemed Public Health Management Corporation (PHMC) the Early Learning Resource Center (ELRCs) agency for Region 15 (Delaware County) and Region 18 (Philadelphia County). PHMC will continue to serve as the ELRC agency for Region 19 (Chester County).
ELRC agency selection occurred in coordination with the Department of Human Services (DHS) Bureau of Financial Operations (BFO) through a formal, competitive procurement process. All proposals were scored on technical points and reviewed for financial eligibility.

New early Learning Resource Center Grantees Beginning July 1, 2024
The Office of Child Development and Early Learning (OCDEL) has announced a change in grantees for the Early Learning Resource Centers (ELRCs) beginning July 1, 2024. Three ELRC regions may experience a change in where services are provided but providers and families will not experience any change in payments or programming.
The Northwest Institute of Research was selected as the ELRC in Region 2, and the Public Health Management Corporation was selected as the ELRC for Regions 15 and 18. Please view the ELRC Map here.
All providers and families within the updated regions will receive a letter notifying of the change in service location and will receive notification once the new ELRCs have established addresses for new locations.
