Mission

The Early Learning Resource Centers (ELRCs) are dedicated to ensuring that ALL children enter school ready to learn and succeed.  PHMC, through its partnership with the PA Office of Child Development and Early Learning, fulfills its mission by helping families and early care and education providers receive all services for which they are eligible and by providing them with access to all needed community resources in a professional, courteous, and respectful manner.  The ELRC helps families to access quality early care and education and offers supports for early learning and school age programs through administration of PA’s Child Care Works and Keystone STARS programs in Delaware, Chester, and Philadelphia Counties.
